Applicants for the three (3) positions below are needed by December 16th and each position will be contingent on DynCorp’s success in obtaining the funding. Position #1 Title: Chief of Party, Uganda Peace Building and Conflict Mitigation Program

Location: Kampala, Uganda

Expected Start Date: April /May 2012.   (This position is contingent on DynCorp receiving anticipated funding.)


DynCorp International LLC (DI) is seeking Chief of Party (COP) candidates for an anticipated United States Agency for International Development (USAID)-funded program in Uganda to 1) improve access to justice by supporting local government land administration, support referral systems for adjudication of land disputes, and alternative dispute resolution mechanisms for customary land as measures to mitigate conflict and 2) enhance peace and reconciliation processes aimed at reducing conflict and promote peace gains in the LRA (Lord’s Resistance Army) affected areas (the program will also be active in Central Uganda and the oil rich Albertine region).

 

The COP will be the lead DI employees in the assigned program. S/he will provide oversight of the program, supervision of program staff, manage overall in-country relations with relevant U.S. government (USG) entities, host government institutions, and local civil society partners, and ensure the program’s compliance with USAID and DI policies and regulations.

 

Job Duties & Responsibilities:

  • Plays a critical role in shaping the program’s strategic direction as well as developing integrated approaches for implementation and outreach which ensure operational and program integrity.
  • Recruits, supervises, and evaluates all staff and consultants and works to build an effective, cohesive team to meet program objectives. Ensures work is monitored and reviewed to ensure quality of work, responsiveness to client requirements, and compliance with contractual requirements.
  • Ensures proper subcontract and grant designs and all related parts of subcontracting activities.
  • Leads the development and oversight of the Monitoring and Evaluation Plan and program work plan, making modifications as required.
  • Develops and maintains cordial and productive relationships with relevant U.S. government (USG) entities, host government institutions, and local civil society partners.
  • Ensures the program is implemented within the budget guidelines.
  • Documents program activities such as success stories.
  • Coordinates closely and communicates regularly with senior DI home office staff regarding contract, program, and business development matters, working to ensure that any current or potential problem is brought to their the attention in a timely fashion so a solution can be identified and implemented.

 

Required Experience & Education:

  • Minimum ten (10) years of experience managing and coordinating land tenure and peace and reconciliation programs in developing country contexts similar to that of Uganda.
  • Previous experience as a Chief of Party or Deputy Chief of Party in Sub-Saharan Africa required.
  • Experience developing and implementing monitoring and evaluation plans.
  • Comprehensive experience in approaches to governmental and private sector development.
  • Grants management experience highly preferred
  • Master’s degree in Law, Peace and Conflict Resolution, International Development or Public Administration
  • Exceptional knowledge of relevant USAID and federal regulations and policies.
  • Knowledge and organizational management experience in post-conflict countries preferred.
  • Excellent communication skills required to explain complex processes to a diverse group of stakeholders.

Position #2 Title: Technical Advisor on Access to Justice, Uganda Peace Building and Conflict Mitigation Program

Location: Kampala, Uganda

Job Summary: DynCorp International LLC (DI) is seeking a Technical Advisor on Access to Justice for an anticipated United States Agency for International Development (USAID)-funded program in Uganda to 1) improve access to justice by supporting local government land administration, support referral systems for adjudication of land disputes, and alternative dispute resolution mechanisms for customary land as measures to mitigate conflict and 2) enhance peace and reconciliation processes aimed at reducing conflict and promote peace gains in the LRA (Lord’s Resistance Army) affected areas (the program will also be active in Central Uganda and the oil rich Albertine region). The Technical Advisor on Access to Justice will be responsible for the program’s implementation.

 

Required Experience & Education:

 

  • Master’s degree in Law with a focus on dispute resolution/mediation.
  • Minimum of six (6) years of work experience in dispute resolution and promotion of access to justice with a particular focus on resolution of land conflicts management.
  • Minimum of six (6) years of International work experience in providing technical assistance in conflict mitigation and Alternative Dispute Resolution (ADR) with demonstrated knowledge of informal mechanisms of dispute resolution in a developing country.

Position #3 Title: Conflict Prevention and Reconciliation Specialist, Uganda Peace Building and Conflict Mitigation Program

Required Experience & Education:

 

 

  • Minimum of six (6) years of work experience in conflict prevention, mediation and dispute resolution, peace building and/or reconciliation with a particular focus on building the capacity of indigenous community groups in conflict prevention and reconciliation.  
  • Minimum of six (6) years of International technical experience in conflict early warning, conflict mitigation and reconciliation working with multiple stakeholders including CSOs, local government officials and traditional institutions in a developing country.
  • Degree in conflict analysis, peace building, reconciliation or a related field.

 

Additional required skills and information applicable to all 3 positions:

  • Knowledge of USAID regulations and policies.
  • Excellent analytical and communication skills (oral and written).
  • Familiarity with standard business information technology (IT) office applications.
  • Oral and written fluency in English required.

 

Internal/External Contacts: Interact with USAID representatives; Ugandan government officials, leaders from civil society and the private sector; international government officials, donor agencies and implementing partners; and senior U.S. Mission and Embassy functionaries as well as Congressional delegations, as needed

 

Physical Requirements/Working Environment: Living and working in potentially remote, uncomfortable and/or hazardous conditions; Working long hours; Moving on short notice and under adverse conditions may be required.

 

Travel: Must be willing to work and live in Kampala, Uganda, traveling as required to project areas located in other parts of Uganda, including austere or potentially dangerous locations.
