Position Title: Regional Program Manager (South and Southwestern Afghanistan), USAID OTI

Location: South and Southwestern Afghanistan

Start Date (expected): March 2012

Title of Supervisor: Chief of Party for Afghanistan OTI

Job Summary:

I am accepting applicants for the above position on behalf of Casals and Associates, Inc., a DynCorp International LLC (DI).  They are seeking Regional Program Manager (RPM) candidates for an anticipated United States Agency for International Development (USAID)-funded program in Afghanistan to 1) improve local perception of the legitimacy of the Government of the Islamic Republic of Afghanistan (GIRoA); 2) establish and/or strengthen ties among the GIRoA, informal Governance structures and local populations; and 3) strengthen community-based resiliencies to mitigate sources of instability.

The RPM will be, in conjunction with the Chief of Party, responsible for the program strategy and implementation in south and southwestern Afghanistan. S/he will provide supervision, guidance and support of program staff and work with local civil society partners, and ensure the program’s compliance with USAID and DI policies and regulations      

 

Job Duties & Responsibilities

  • Responsible, in conjunction with the DI Chief of Party and USAID/OTI, for developing the Contractor‘s contribution to program strategy for their respective regions and for the country program as a whole;
  • Ensures full and open communication between DI and USAID/OTI personnel operative within their respective regions;
  • Managing and overseeing DI’s contribution to activity identification, development, implementation, monitoring and evaluation for activities in their respective regions;
  • Ensures that the status and progress of activities in their respective regions are accurately captured in the USAID/OTI Activity Database;
  • Ensures that their respective regional offices and operations are in compliance with all DI       and USAID/OTI programmatic, financial, procurement, reporting and operational protocols;
  • Responsible for ensuring that their respective field offices are in compliance with all USAID regulations and Task Order requirements; and
  • Responsible for supervision, guidance, and support for all DI staff working within their respective regions whether on long-term or temporary assignment.

 

 

Internal/External Contacts:

Interact with USAID representatives; Afghanistan government officials, leaders from civil society and the private sector; international government officials, donor agencies, and implementing partners.

 

Knowledge & Skills

  • Exceptional knowledge of relevant USAID and federal regulations and policies.
  • Knowledge and organizational management experience in post-conflict countries preferred.
  • Excellent communication skills required to explain complex processes to a diverse group of stakeholders.
  • Oral and written fluency in English required; Fluency in Dari and/or Pashtu is desirable but not required.

 

Experience & Education

  • Four years prior working experience in highly challenging developing country operational environments (including at least two years of supervisory experience in program implementation); it is desirable that this experience include prior work in Afghanistan;
  • Experience demonstrating the skills required to fulfill the full range of responsibilities outlined above for the Regional Program Managers; it is highly desirable that the RPMs have prior work experience with Casals/DI, sufficient to demonstrate fluency with management and operational systems;
  • Prior working experience in USAID programs; it is highly desirable that this include experience with a USAID/OTI program;
  • Prior work experience in programs requiring community-level engagement; and
  • Experience in establishing systems and overseeing program start-up under limited time constraints.
  • Multiple country work experience is required.

 

Physical Requirements/Working Environment

  • Living and working in potentially remote, uncomfortable and/or hazardous conditions.
  • Working long hours.
  • Moving on short notice and under adverse conditions may be required.

 

Travel: Must be willing to work and live in Afghanistan, traveling as required to project areas located in other parts of Afghanistan.
