Position Title: Deputy Chief of Party/Operations Manager, USAID OTI Afghanistan

Job Summary:
I am accepting applications for DCOP on behalf of DynCorp International LLC (DI)that is seeking Deputy Chief of Party (DCOP)/Operations Manager candidates for an anticipated United States Agency for International Development (USAID)-funded program in Afghanistan to 1) improve local perception of the legitimacy of the Government of the Islamic Republic of Afghanistan (GIRoA); 2) establish and/or strengthen ties among the GIRoA, informal Governance structures and local populations; and 3) strengthen community-based resiliencies to mitigate sources of instability.
The DCOP/Operations Manager is responsible to the project Chief of Party for all operations including directly managing and overseeing all aspects of administration, logistics, vehicles, procurement, budgeting, property inventory, and regular updating of financial disbursement information in the grants database. The Operations Manager also will ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Task Order. Reporting to the Chief of Party, the Operations Manager supervises all operational field staff.
Job Duties & Responsibilities:
- Responsible, in conjunction with and in support of the Chief of Party, for overseeing and/or supervising all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property;
- Responsible, in conjunction with and in support of the Chief of Party, for ensuring that program implementation is in compliance with USAID regulations and procedures and the specifications of the Task Order. This includes monitoring grantee worthiness, ensuring that all procurement processes are fair, transparent, and consistent with the Contractor‘s Procurement Guide;
- Responsible for sound in-country financial management of Contractor resources made available through this Task Order, include monitoring of obligations, budgets, and expenditures, cash flow management, and in-country reporting to USAID/OTI on the financial aspects of the program;
- Supervises the Contractor‘s day-to-day field presence in its areas of operations (including the Contractor‘s facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting; and
- Ensures continuous liquidity for the project, handling Contractor human resource issues, and identifying ways of achieving program efficiencies.
Internal/External Contacts: Interact with USAID representatives; Afghanistan government officials, leaders from civil society and the private sector; international government officials, donor agencies, and implementing partners.
Knowledge & Skills
- Knowledge of relevant USAID and federal regulations and policies.
- Knowledge and organizational management experience in post-conflict countries preferred.
- Excellent communication skills required to explain complex processes to a diverse group of stakeholders.
- Strong experience in leadership, relationship-building, and team building including the ability to manage downwards.
- Proactive in determining the need for and demonstrating the ability to make timely executive decisions;
- Understand how to manage and operate within the Contractor‘s systems, including understanding what decisions can be made in the field and when to involve the Contractor‘s home office;
- Detail-oriented person, able to manage and lead the day-to-day details of the program down to the individual activity level but without disempowering other staff.
- Prior experience in establishing systems and overseeing program start up under limited time constraints.
- Experience in supervising host country local personnel and ensuring training necessary to meet program needs.
- Familiarity with standard business information technology (IT) office applications.
- Oral and written fluency in English required; Fluency in Dari and/or Pastu is desirable but not required.
Experience & Education
- Four (4) years of prior working experience in highly challenging developing country operational environments (including at least two years of supervisory experience of program administration and operations) is required;
- Prior work experience in Afghanistan is desirable;
- Demonstrable experience with a Contractor or international NGO managing a USAID-funded office or program; it is highly desirable that this prior work experience include a prior management role with the Contractor;
- Experience demonstrating exercise of the skills required to fulfill the full range of responsibilities outlined above for the Operations Manager; and
- Experience working with grant management, preferably in-kind small grants including experience with activity design, development and implementation.
- Experience in financial management, including budgeting, tracking, reporting, accounting, and procurement;
- Previous experience in establishing systems and overseeing program start-up under limited time constraints.
- Multiple country work experience is required.
Physical Requirements/Working Environment
- Living and working in potentially remote, uncomfortable and/or hazardous conditions.
- Working long hours.
- Moving on short notice and under adverse conditions may be required.
Travel : Must be willing to work and live in Afghanistan, traveling as required to project areas located in other parts of Afghanistan.
