Position Title: Program Director -Anti Corruption
Location: Falls Church, Virginia, USA
Start Date: As soon as available
I am accepting applications for Program Director on behalf of DynCorp International. US citizenship is required for this position as well as ability to qualify for a security clearance.
Job Summary:
The Program Director will help develop and support programs in the areas of anti-corruption and transparency reform. The main focus of this position is to provide technical expertise in organizing successful capture efforts and in monitoring existing or new programs. Additional duties will include research and developing in-house capabilities and resources in the area of expertise.

Principal Accountabilities:
- Provides technical expertise in developing capabilities in the area of anti-corruption reform and strengthening accountability.
- Develops and implements business leads and growth strategies in areas of expertise.
- Participates in capture effort(s) through advance reconnaissance/ field missions; collecting business intelligence, and innovative technical approaches.
- Develops resources such as consultant/potential hire databases that feed into capture efforts.
- Monitors and backstops assigned programs through regular communications with program staff; visits to the field; review of field staff, consultants’ and subcontractors’ performance; review of key deliverables for technical quality and timeliness; and program reports (for example, technical and financial quarterly reviews).
- Provides technical guidance to assigned programs.
- Carries out short-term technical assistance and reconnaissance missions in areas of expertise.
- Other duties as assigned.
Required Knowledge, Skills and Experience:
- Minimum of 10 years of related experience in government accountability and anti-corruption reform.
- Minimum of 5 years of field (international development) experience in developing or transition country.
- Demonstrated subject matter expertise in three or more of the following areas: mechanisms for enhancing the accountability of government institutions; anti-corruption commissions; reducing the incidence of corruption; designing, implementing, and monitoring anti-corruption strategies; anti-money laundering mechanisms; mechanisms for insuring the integrity of budgetary and fiscal supervision systems; public-private collaborations in the fight against corruption; media and public education approaches in the fight against corruption; civil society advocacy; United Nations Convention Against Corruption; and investigating or prosecuting corruption.
- Ability to multi-task.
- Demonstrated ability to develop or help develop new business.
- Knowledge of USAID or the State Department rule and regulations and of procedures and policies for identifying and developing potential business opportunities.
- Technical advisory expertise consistent with experience and area of responsibility aimed at select activities in the context of field projects.
- Ability to qualify for a security clearance.
- Ability to speak a foreign language (French, Russian, Spanish, or Arabic).
- Ability to travel --Up to 20% international travel required for business development/capture management and/or project supervision or provision of technical assistance.
- US citizenship is required.
- Master’s or Advanced degree in a related field.
