Position Title:  Manager of Global Partnerships

Location:  Falls Church, Virginia USA

Start Date:  As soon as Available.  This is a full time staff position

 

Job Summary:   The Manager of Global Partnerships (GPs) is tasked with launching and leading DynCorp International’s (DI) new business practice of public-private partnerships (PPP). He/she will shape the new practice area of PPP, expand and grow DI’s business into new markets by brokering global partnerships and alliances that span all dimensions of international development. Will create and foster a new business practice by leveraging DI’s strengths and the extensive network of Cerberus Capital Management to broker and manage partnerships with governmental donors such as U.S. Agency for International Development (USAID), U.S. Department of State (DoS), Millennium Challenge Corporation (MCC), etc., in a combined effort to meet U.S. foreign policy objectives.

Responsibilities -Practice Leadership:

• Establish and market a new DI public-private partnerships practice area
• Pilot and lead strategic vision for new business activities and markets for DI via PPPs
• Formalize DI’s operational model of PPPs
• Liaison with USAID, World Bank, and other donors; local and multinational companies (private sector entities); and senior host country public sector officials to align U.S. international development strategies with the private sector’s interest in foreign direct investment
• Mentor and train junior staff on PPP modeling and development.



Responsibilities -Business Development:

• Develop and manage public-private partnership pipeline
• Build and manage relationships with key stakeholders across the public, private and NGO sectors
• Negotiate and broker high-value, innovative partnerships among all stakeholders
• Increase the traditional portfolio of partners/donors to encompass multi-lateral donors such as the World Bank Group and private philanthropic organizations, etc...



Responsibilities -Management:


• Develop monitoring and evaluation plan for PPPs
• Manage PPP budget
• Supervise direct reports, generating new assignments and setting priorities
• Prepare public outreach and other documents (e.g., success stories, blog entries, etc.) to promote DI’s PPP practice area
• Liaise with our core practice areas within International Development, targeting strategic PPP opportunities within current programs and countries
• Support the field regarding private sector activities - providing information, guidance and technical support to field offices to create or improve private sector programming
• Travel as necessary to field sites and work with Chief of Parties to develop P3 concepts, providing support for private sector program design, implementation, management and/or evaluation
• Develop approaches to capture and share lessons learned from PPP implementation and promote utilization of that knowledge.



Qualifications Requirements –Experience, Knowledge & Skills:

  • Minimum of  seven (7) plus years of experience in related technical environment developing PPP initiatives and brokering high dollar partnerships between the private sector and non-government organizations (NGOs) or government agencies, strategic planning and business case development -required.
  • Proven experience directing large-scale ($10Mill+) business development initiatives in the International Development sector is required ---minimum of 5 years is preferred.
  • Experience working with actors across the international development value chain (government agencies including USAID, US Department of State and MCC, private sector organizations, multilateral development banks, private philanthropic trusts, etc.) is required.
  • Extensive background working with U.S. government and international donors, multinational corporations.
  • Experience working and living in a foreign country is required.
  • Bachelor's degree in an associated discipline. Two (2) years of experience in related field can be substituted for each year of the four (4) years of college.
  • Demonstrated capability to design strategic and innovative public-private partnerships that align with U.S. foreign policy objectives.
  • Demonstrated technical expertise and knowledge of the complexities, structure and operation of public-private partnerships.
  • Extensive strategic planning and business development experience that spans across the public and private sectors.
  • Familiarity with the private sector.
  • Ability to staff and manage a diverse team in support of organizational goals.
  • Ability to speak a foreign language is a plus.
  • US Citizenship or authorization to work in the US is required.
  • Must be willing to travel domestically and internationally.
