Position Title: Director, Stabilization and Reconstruction
Location: Falls Church, Virginia USA
Start Date: As soon as Available. This is a full time staff position
Job Summary: The Director Stabilization and Reconstruction supports both business development activities and field program support. Responsible for assigned business development and proposal activities working to produce positive outcomes for the firm.
Will serve as Capture Manager for assigned technical proposal efforts and will, as requested, contribute expertise to other capture efforts. Will have direct corporate oversight responsibility for assigned programs, and will be accountable for ensuring any assigned program produces high quality, technically sound results consistent with the executed contract and approved program work plan and budget. Will also provide technical expertise as requested to other programs within the firm’s portfolio.
Program Management Duties/Responsibilities:
- Writes and/or reviews formal documentation for programs for assigned program(s) including quarterly budget reports and quarterly and annual progress reports and other deliverables.
- Reviews draft statement of work (SOW) for short term technical assistance.
- Prepares short-term international consultants for assignments.
- Reviews work plans, monitoring and evaluation processes, and reviews of project performance.
- Participates in startup and closeout teams, as needed, including coordination of operational requirements such as banking, staffing, opening new offices, and developing startup work plans.
- Evaluates program implementation and progress in order to ensure client satisfaction by coordinating information between DynCorp International Development and the U.S. Agency for International Development (USAID) or other donors, including development of deliverables.
- Participate as the DynCorp International Development/HQ corner team for assigned OTI (Office of Transition Initiatives) task orders.
- Extracts information from the OTI Activity Database to monitor program implementation.
- Reviews success stories on current programs.
- Provides technical guidance, as necessary, for portfolio programs and OTI task orders, including contributions to grant ideas and participation in Strategy Review Sessions and similar workshops.
- Participates in the technical practice areas of Conflict Mitigation/Management and Post-Conflict Transition, as needed.
- Develops partnerships and working relationships with other actors in the technical practice area.
Business Development Duties/Responsibilities: - Serves at the direction of the supervisor as lead of technical proposal(s): heads advance information gathering field missions; conducts research and intelligence gathering; identifies any needed relationships including partners, consultants and possible staff (COPs) and assists with recruitment; conceptualizes and drafts the technical approach incorporating best practices and approaches; provides input to the management and personnel sections; and contributes to the costing.
- Supports other business development opportunities within portfolio by researching and gathering data for new proposals, writing sections of technical proposals, developing staffing structures/management plans/technical approaches, and advising in the recruitment of proposed personnel.
- Works to identify potential business opportunities in assigned areas of expertise and position DynCorp International Development for competitions
- Contributes to resources such as consultant/potential hire databases that feed into capture efforts. Such resources include contributors, COPs or component leads.
- Participates in conferences, meetings, or presentations involving issues of strategic relevance to political transition and conflict mitigation/management programming, including watch list countries, in order to be prepared for possible business opportunities.
- Works with Program Director and Senior Technical Advisers and participates in field missions, conferences and outreach events to gather information for new proposals.
- Researches and assesses country situations for potential new business.
Other or Additional Responsibilities: - Develops relationship with customer(s).
- Attends scheduled field site visits.
- Develops and leads Step system reviews.
- Develops a proposal delivery plan.
- Conducts recruitment of overseas staff during program startup and implementation.
- Leads research and development of technical portfolios including post-conflict transition and conflict mitigation/management, including networking to identify new consultants and technical experts.
- Works with work with DynCorp International Development and DynCorp International senior management to adapt financial, procurement, administrative, and program management systems to meet the needs of field programs, especially USAID/OTI programs.
Qualifications Requirements: Experience, Knowledge & Skills
- Minimum nine (9) years relevant work experience (including program management/administration and/or grant development) with a U.S. government (USG) foreign affairs agency, international assistance organization, or non-governmental organization, in community development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities,
- Minimum of five (5) years of experience with programs associated with USAID, the U.S. Department of State or other relevant USG agency.
- International travel experience, especially to developing countries.
- Strong understanding of trends in international development and U.S. foreign policy.
- Knowledge of USAID regulations and systems.
- Leadership and team building skills, with an ability to lead, manage, supervise, motivate, guide, and train diverse professional staff in challenging operating environments in order to attain results.
- Oral and written communication and analytical skills illustrated through the preparation and presentation of proposals, narrative reports, briefing papers, and other official documents, with an ability to communicate and represent the company’s mission, core values and ethos to key partners and stakeholders from all walks of life.
- Proven ability to design technical assistance projects, to conceive overall capture plans, and to write major portions of proposals.
- Knowledge in methodologies, tools and best practices in the area of international development.
- Ability to interpret request for proposals (RFPs) and request for task order proposals (RFTOPs), as well as Federal Acquisition Regulations (FAR), to ensure compliance in proposal submissions to client(s).
- Leadership and team building skills, with an ability to lead, manage, supervise, motivate, guide, and train diverse professional staff in challenging operating environments in order to attain results.
- Extensive knowledge of U.S. Government structure and agency procedures and policies in order to provide quality support to programs, as well as identify and develop potential business opportunities.
- Ability to multi-task in a high pressure environment.
- Excellent organization skills.
- Ability to communicate clearly with people with a variety of backgrounds and skill sets.
- Strong networking skills in order to maintain current and develop future contacts.
- Advanced computer skills including MS Office and MS Access.
- Master's degree with significant study in or pertinent to the specialized field, including, but not limited to, international development, and social sciences.
- Relevant language skills are highly desired.
- Ability to qualify for a security clearance.
- US citizenship is required.
Physical Requirements:
- Lodging and working in field sites with few amenities (e.g., lacking electricity, air conditioning, running water): during program monitoring and business development; two (2)+ week periods every three (3) to four (4) months.
- Exposure to tropical and other diseases (e.g., malaria, yellow fever, dengue, meningitis): during program monitoring and business development; two (2)+ week periods every three (3) to four (4) months.
- High risk of exposure to physical violence: during program monitoring and business development; 2+ week periods every three (3) to four (4) months.
- Long work hours both in the United States and overseas: during program monitoring and business development/proposal preparation; two (2) + week periods every three (3) to four (4) months.
- Flight schedules exceeding fifteen (15) hours: for program monitoring and business development; two (2)+ week periods every three (3) to four (4) months.
- Up to 25% travel to conflict-prone countries for program supervision, business development/capture management and/or provision of technical assistance.
