This important post must be filed by a seasoned experienced international program manager with multiple country experience and West Africa experience. We have received some applications and few had prior DFID experience. DFID experience is now a strong requirement. It is a new position that is being added to an existing established program.
Position Title: Deputy National Program Manager (DNPM)
Location: Abuja, Nigeria
Start Date: As soon as possible
The Deputy National Program Manager (DNPM) will be responsible for overseeing the strategic management of a major DFID funded program that aims to improve the planning, financing and delivery of sustainable and replicable pro-poor health services especially to the poor and underserved. Reporting to the project director, the DNPM will oversee the project, ensuring appropriate allocation of resources to implement and monitor the timely achievement of planned interventions and successful accomplishment of the project’s overall goal and objectives.
The DNPM works in close collaboration of the project director and other members of the Senior Management Team (SMT) providing strategic management, and direction for the project. Specifically, this position assumes the direct responsibility of ensuring that annual work plans are produced and effectively implemented, progress is monitored and reported through regular and ad hoc progress reports, performance indicators are measured and reported in accordance with the project’s logical framework, and that value for money is considered throughout the implementation and resources allocation processes.
Specifically the DNPM (Management) will:
Assist the project director, and act on his behalf whenever needed, with the overall management of the project. Participate in meetings with DFID’s Health advisors and with other health development partners. Lead the development, and oversee the implementation of the project’s annual work plans. Lead and follow-through strategic, operational and performance aspects of management and project implementation. In close coordination with the technical teams, ensure the effective integration of inputs of all consortium partners and their alignment with the project’s goals and strategic objectives. Ensure timely and effective documentation, reporting and dissemination of project’s progress. Submit quarterly program progress reports as specified by DFID. Lead the development of a communication strategy for state, national, south-to-south and international markets. In close collaboration with the NPM, will build a productive collegial relationship with all members of the consortium and State Team Leaders.
Skills Prerequisites for Qualifications:
- Master’s Degree (minimum), or a PhD (preferred) in Public Health, Health Administration, Medicine, or other relevant specialization.
- A minimum of 13-15 years of international management experience with a Master’s Degree is required, or 8-10 years with a PhD.
- Experience in health system strengthening, including design, implementation and evaluation, and experience in management of large international health projects/programs is preferred. Candidates with economic growth work (i.e. food security, climate change, etc.) will also be considered.
- Demonstrated leadership in management skills and ability to lead multidisciplinary, multicultural teams require.
- Multiple country working experience is required.
- Experience in West Africa is required.
- Minimum of 5 years of experience working in developing countries - required.
- Experience with DFID-funded programs is required; (2 -5 years of experience is desired)
- Ability to establish and maintain effective working relationships with donor organizations, ministry officials, public, private and civil society partners and other development partners.
- Fluency in English is required.
- Excellent writing, computer, management and organizational skills.
