Please note, this opportunity is in the pre-proposal stage and will only be considered for the proposal stage and successful award of the contract.

The purpose of this activity is to provide adaptable short-term monitoring and evaluation services in response to rapid programs implementation in complex environment; often with incomplete information. USAID/OTI programs use small activities to target assistance and to pilot varied approaches that can be adapted as the political environment changes or as USAID/OTI’s understanding of contextual dynamics improves. By using small activities, USAID/OTI is able to experiment and employ untested theories of change through activities, use ongoing monitoring and evaluation to assess immediate results, and then adapt programming accordingly.
