Accepting applications, on behalf of a client,  for a versatile Proposal Manager to participate in its business and proposal development activities targeting the U.S. Agency for International Development (USAID) and other international donors.  

Title:  Proposal Manager

Location:  USA --  DC Metro area

Start Date:  As soon as possible --- This is a full time staff position  

The Proposal Manager will play leadership or support roles in all aspects of the business development process, from initial capture to proposal preparation, with emphasis on the natural resource management (NRM) and climate change sector, but not exclusively. The Proposal Manager will have lead responsibility for developing high-quality proposals that are compliant with solicitation requirements and  standards, and are delivered on time. The Proposal Manager also will contribute to improving the company’s business development processes and resources.

Roles and Responsibilities:

Networking and Relationship-Building:

  • Develop and maintain contacts with USAID Bureaus and Missions worldwide
  • Develop and manage relationships with the firm’s subcontractors and partners for various USAID IDIQs, and with regional and local organizations in developing countries that are active in the water, energy and environment fields
  • Maintain and continuously grow a network of high-caliber independent NRM, climate change, water, and energy experts and consultants

Leading Capture Efforts:

  • Collect, analyze and organize intelligence and background documentation on potentially upcoming solicitations
  • Organize and facilitate capture strategy sessions
  • Identify candidates for anticipated Key Personnel positions
  • Participate in in-country capture trips as requested
  • Develop pre-teaming arrangements

Managing Proposal Development in Response to Solicitations:

  • Assemble and manage the proposal preparation team and mobilize resources
  • Lead teaming and staffing efforts, including the preparation of teaming agreements
  • Organize and hold strategy sessions to identify “win themes” and discriminators for weaving into the proposal
  • Develop proposal schedules and compliance matrices and oversee compliance with them
  • Develop comprehensive, compliant proposal outlines and templates
  • Make writing assignments to proposal team members and prepare calls for data
  • Organize and lead proposal meetings, teleconferences, and Red Team reviews
  • Analyze and share opportunities for learning from previous proposal efforts
  • Draft parts of the Technical Proposal, such as staffing and management plans, partners’ roles/responsibilities, etc…
  • Provide guidance, critical feedback and comments to authors of proposal material
  • Compile, review and edit material received from all authors to produce a first proposal draft
  • Incorporate comments from team reviews and produce compliant high-quality proposal for submission
  • Coordinate with the proposal’s contract and pricing team
  • Identify and appropriately escalate issues for timely resolution

Additional Responsibilities:

  • Create, update and improve templates and tools for more effective proposal development
  • Contribute to the firm’s centralized repository of proposals and resources
  • Supervise, train and coach junior staff on business development practices
  • Participate in performance reviews and goal-setting meetings for junior staff
  • Provide support on NRM and other projects’ implementation, as needed
  • Contribute to and support collaborative office and team work environments.

Minimum Qualifications:

  • Bachelor’s degree with nine (9) years, or Master’s degree with seven (7) years, of professional experience in international development.
  • Four (4) years of demonstrated experience working on proposal efforts, including at least (2) years of experience managing/leading proposal teams in response to USAID solicitations (required).
  • Experience in the NRM, climate change, water, and/or energy sectors (desirable);
  • Demonstrated knowledge and understanding of USAID and how it works, in particular the Bureau for Economic Growth, Education and Environment (E3) is required;
  • Familiarity with USAID’s strategies, policies, and tools, including those related to NRM, climate change, and water (desirable);  
  • Significant experience in successful business development and client relations;
  • Solid network of international development professionals;
  • Strong analytical and management skills;
  • Strong interpersonal, communication and teamwork skills (required);
  • Excellent writing, editing, and proofreading skills, and strong attention to detail (required);
  • Proven skills in using Microsoft Office, including Word, Excel, and PowerPoint (required);
  • Ability to travel overseas on business development trips, (approx. 10% travel); and
  • U.S. Citizenship or authorization to work in the U. S. (required).
